The flow of Cuban nationals desperately trying to flee the deteriorating conditions and growing threat of the Necro-Mortosis virus, has grown to 'staggering' proportions according to Rear Admiral Leonard L. Shaffer, USCG who commands the United States Coast Guard's Seventh District,

The refugee flotilla consists mainly of trailered boats lined-up 100 deep at Cuba's jetty's and ports, waiting their turn to be launched. It has been like this around the clock since yesterday afternoon. Refugees arriving in Florida, stated in radio interviews that the Cuban Government had opened its coast for anyone to leave, with or without a permit to do so

The Seventh Coast Guard District issued an operations order identifying (1) Vessels carrying suspected or confirmed infected individuals (2) adverse weather and strong currents (3) unworthy and overloaded boats (4) persons intent on violating U.S. law."
This operational order was amended twice to adjust to changing circumstances as political diplomacy altered throughout the day.

Diplomatic troubles:
Their has been vocal discontent by Russian President Vladimir Putin and several other UN member countries, voicing disdain at Americas unilaterally imposed quarantine around Cuba. An emergency UN charter is being drafted to make this a UN operation. It is also reported that a French frigate and a Spanish corvette are soon to enter the area, however, this is seen as mainly a political move to show solidarity within the UN nations.

US citizens form flotilla:
A rising concern is the appearance of a large number of Cuban American vessels now heading towards Cuba in an attempt to ferry Cuban nationals to US shores.

The exodus fleet has become a steady stream involving hundreds of craft. Their sizes range from 12 to 100 feet or more. The US coast guard has issued clear and constant warnings of potential seizures and arrests. Many of these vessels are deemed un-sea worthy. Dozens of these boats having ran adrift due to mechanical failure and have been towed back to the safety of the shore, putting extra strain on an already over extended coast guard.
